2014 Capital Needs Projects Almost Done

Winston-Salem bonds logoIn November 2014 city voters approved $139.2 million in general obligation bonds to finance unmet capital needs in the areas of public safety, recreation and parks, streets and sidewalks, economic development, and housing.

Of the 42 projects approved in the bond referendum, 40 are completed, under construction or out for bid as of October 2018. This includes all 19 recreation projects, all eight public safety projects, and all but two of the 10 street and sidewalk projects on the ballot. Not yet underway: the Business 40 Corridor Improvements, which will be part of the rebuild of Business 40 about to get underway; and the Meadowlark Drive widening, which will be rebid after the first of the year.

In addition, renovations and expansion of the Benton Convention Center have been completed, and restoration of the historic Union Station is scheduled for completion by the end of the year. These projects were financed with $35.8 million in limited obligation bonds.

Sidewalks / Voters approved $10 million in bonds. As of October, 2018, 31 of the 57 sidewalk projects are completed; 14 are in progress. Additional sidewalk projects are in the planning stages.

Bike, Pedestrian and Child Pedestrian Safety Projects / Voters approved $1.8 million in bonds for bicycle & pedestrian project matching funds and $2 million in bonds for child pedestrian safety projects. The projects listed below account for $282,000 of this. Five of eight projects initiated with this money are completed; the other three are projected for completion in June 2019. Economic Development

33. Economic Development Sites & Infrastructure / Thus far $10.37 million has been committed to the following projects: Union Cross Business Park spec building & road extension (completed), Hydroponics facility (under construction), Brookwood Business Park infrastructure (on-going), Whitaker Park infrastructure (in the planning stage), Lucia library/commercial site feasibility study (completed).
34. Merschel Plaza / Under construction
35. RUCA Phase III (Revitalizing Urban Commercial Areas) / Voters approved $2 million in bonds. To date projects totaling $1,487,725 have been approved at Patterson/Glenn, 14th St./New Walkertown Road and Old Greensboro Rd./Barbara Jane Ave.

Housing

36. Housing & Neighborhood Development / Voters approved $6 million in bonds. This money was allocated to four projects: 757 North Apartments is completed; Emmanual Retirement Village is under construction; New Hope Manor, Ridgewood Place are on-going.
37. Transforming Urban Residential Neighborhoods / Voters approved $4 million in bonds. To date $1.54 million has been approved for neighborhoods in the North, Northeast, East, Southeast and South wards.
