In 2014 the city adopted a uniform process for evaluating grant requests from non-profit and other organizations seeking city financial support. Under this process, all grant requests are reviewed by a Community Agency Allocation Committee, appointed by the Mayor and City Council. The committee includes nine citizens and is assisted by members of the city staff. The committee makes recommendations to the City Manager, who considers these recommendations for inclusion in the proposed annual budget to the Mayor and City Council, which have the final decision.

Prior to the grant submission deadline, the city holds an orientation workshop for agencies interested in applying for a city grant. The workshop explains the grant process and timetable for the upcoming year. A second workshop is held closer to the application deadline, to provide technical assistance in completing applications.
