Police Chief Catrina Thompson announced today the promotion of eight police officers and one non-sworn employee, including the promotion of Captain William H. Penn to assistant chief.
Penn has served 21 years in the Police Department. During his career he has served in the Patrol Division, Foot Patrol, the Vice and Narcotics Unit, the Crime Prevention Unit and the Recruiting Unit. Penn has a bachelor’s degree from UNC Greensboro and a master’s degree from Winston-Salem State University. He is a graduate of the Administrative Officers Management Program at N.C. State University and the Piedmont Leadership Academy and has earned the trilogy award from the FBI Law Enforcement Executive Development Association. He is a certified general instructor through the N.C. Justice Academy. He currently is assigned as assistant chief in charge of the Support Services Bureau.
Lt. Katherine P. Allen has been promoted to captain. Allen is a 19-year veteran of the Police Department. During her career she has served in the Patrol Division, the Downtown Bike Patrol, the Training Division, and in the Recruiting Unit. She has a bachelor’s degree from Gardner-Webb University. She is a graduate of the Administrative Officers Management Program at N.C. State University and the Piedmont Leadership Academy. She is certified as a subject control/arrest techniques instructor and a specialized physical fitness instructor. She is currently assigned to the Support Services Bureau.
