Assessment of Fair Housing
The City of Winston-Salem, Forsyth County, and the Housing Authority of Winston-Salem (HAWS) completed an Assessment of Fair Housing (AFH) and the AFH was accepted by HUD in November 2017. This study discusses fair housing issues and affordable housing needs throughout the county. It also outlines strategies the City, County, and HAWS plan to take to improve fair housing. The study is required by the U.S. Department of Housing and Urban Development for public housing authorities and jurisdictions that receive community development and affordable housing grant funds.

2019-2023 Five-Year Consolidated Plan
Due to Congressional delay in passage of the U.S. Department of Housing and Urban Development (HUD) budget, release of the Draft 2019-2023 Consolidated Housing and Community Development Plan for review and comment is being rescheduled until the City receives notification of program funding. Release is anticipated in mid-May, and notice will be provided.

Entitlement cities receiving Community Development Block Grant, HOME Investment Partnership and Emergency Solutions Grants program funds are required to develop a five-year plan. The Five-Year Consolidated Plan summarizes conditions and needs in Forsyth County as they relate to housing, community development, homelessness, and economic development and sets forth long-term goals and strategies to address those needs.
Annual Action Plans
The Consolidated Housing and Community Development (CHCD) Plan serves as a single grant submission to HUD for Community Development Block Grant, HOME Investment Partnership, and Emergency Solutions Grant program funds and contains proposed activities and proposed expenditures within the context of the Five-Year Plan.

Annual Performance Reports
The Consolidated Annual Performance and Evaluation Report (CAPER) reports accomplishments to HUD for Community Development Block Grant, HOME Investment Partnership, and Emergency Solutions Grant program funds. The CAPER for the program year is available for review. A CAPER is prepared and submitted to the U.S. Department of Housing and Urban Development (HUD) each Fall, no later than September 28.
