The Accounting and Financial Reporting Division is responsible for providing financial information and assistance to city officials, management, program administrators and governmental agencies. This Division ensures that all accounting and reporting systems are in compliance with generally accepted accounting principles, transactions are recorded accurately and in a timely manner, and appropriate budgetary funding exists for those transactions. The Government Finance Officers Association recognized the City of Winston-Salem in its Certificate of Achievement for Excellence in Financial Reporting Program in 2014. Risk Acceptance Management Corporation (RAMCO) administers auto liability, general liability, and certain tort claims made against the City. The financial statements of the corporation are included as an internal service fund in the City's financial statements.
The North Carolina Municipal Leasing Corporation assists the City by financing certain real and personal property under contractual lease agreements. The assets and related long-term obligations are reported in the related governmental and business-type funds.
