NCDOT is currently in the planning process for the reconstruction of Business 40 in downtown Winston-Salem (TIP Project U-2827B). The project will upgrade and streamline a one-mile section in downtown, replace pavement, and modernize ramps and bridges. As part of the reconstruction of Business 40 in downtown Winston-Salem, several existing interchanges that access downtown will be removed with one main interchange in downtown to be located at either Cherry Street and Marshall Street or Main Street and Liberty Streets.
The Joint Chamber of Commerce/Downtown Winston-Salem Partnership Business 40 Task Force has recommended improvements to the downtown street network to reflect the planned changes associated with Business 40 reconstruction. These improvements are proposed to enhance the quality of the downtown business environment, and enhance all modes of travel including bicycle and pedestrian.
In 2014, the Joint Chamber of Commerce/Downtown Winston-Salem Partnership Business 40 Task Force, City of Winston-Salem Public Works, and Winston-Salem City Council voted to support Cherry/Marshall as the preferred interchange location, and NCDOT subsequently chose Cherry/Marshall as the location for the main Business I-40 interchange to access downtown.
The City of Winston-Salem has commissioned this study to examine the viability, traffic impacts, and the costs of implementing the Joint Chamber of Commerce/Downtown Winston-Salem Partnership Business 40 Task Force recommendations. This study will aid the City’s decision making process for implementation of the recommendations.
