REVISED ANNEXATION CRITERIA


On June 2, 2003, the City Council directed staff to study the impact of revised criteria on the current proposed annexation areas. The impact of the revised criteria is outlined below.

1. Proposed annexation should be scaled back

  • Total acres of land area have been decreased from 19,797 to 12,824 for a reduction of 35%.
  • Total population has been decreased from 23,903 persons to 17,482 persons for a reduction of 27%.

2. Proposed annexation should be made more compact.

  • Total acres outside the Beltway have been decreased from 1,089 to 124 for a reduction of 89%.
  • The number of appendage-like areas has been reduced in areas C, D, E, F, and G. 
  • The density of non-commercial land (persons per acres) has been increased from 1.31 to 1.50 for an increase of 14%.

3. Proposed annexation should reduce the number of rural areas that are included.

  • Total acres of non-urban (d)(2) land have been decreased from 5,062 to 2,524 for a reduction of 50%. 
  • Total acres of undeveloped lots of three acres or more has been reduced from 10,845 to 6,752 for a reduction of 38%.

4. Proposed annexation should minimize premature land development.

  • Total linear feet of new water/sewer trunk lines that might have the effect of spurring premature development has been decreased from 100,100 to 60,500 for a reduction of 40%.

5. Proposed annexation should maintain financial feasibility. 

  • Total investment cost (revenue bonds) for new water and sewer trunk lines has been decreased from $22.3 million to $13.8 million for a reduction of 38%. 
  • General Fund start-up costs in FY 03-04 have been reduced by $200,000. 
  • Year one of annexation (FY 04-05) maintains a break even General Fund financial impact. 
  • Future year General Fund net revenues over expenses continue to be positive
    (see attached financial summary)
