Martha Wheelock, Assistant City Manager

Martha received a B.S. degree in Accounting from Christopher Newport College in Newport News, Virginia and a M.P.A. from the University of North Carolina at Greensboro. She joined the city in 1999 as business office supervisor for the LJVM coliseum complex and M.C. Benton Jr. convention and civic center. In 2004, Martha became the city’s deputy financial officer and worked primarily with the revenue, purchasing, and internal audit divisions of financial management services. She became assistant city manager in 2006.
Martha is responsible for overseeing the city’s public assembly facilities, including the Coliseum Complex and M.C. Benton Convention & Civic Center, CityLink, human resources, information systems, marketing and communications, facilities management, fleet services, and internal audit. Martha also coordinates reporting and monitoring of special projects included in the city’s strategic plan and is responsible for managing the city’s sustainability initiatives.
Martha is a member of ICMA, and serves on the boards of Family Services, Inc, Liberty East Redevelopment, and Twin City Stage. She is also a member of the Women’s Leadership Circle of the United Way, and is an active volunteer with Special Olympics.
