Utility Commission Review Committee Report - May 2009 [pdf/4.3mb/110p]

In April 1976, the Board of Aldermen of the City of Winston-Salem and the Forsyth County Commissioners entered into an agreement to establish the City-County Utility Commission to manage a consolidated water and sewer system.  A subsequent amendment in May 1990 added to the Commission’s responsibilities solid waste management, primarily in the area of solid waste disposal.  During the thirty years since the Commission was created, the City and the County have witnessed changes in development patterns, market forces, and environmental regulations and their impact on the water and sewer system and solid waste facilities.

Recognizing these changes, the City Council of the City of Winston-Salem created the Utility Commission Review Committee in July 2008 “to look at the community’s current needs and to confirm that the Utility Commission is operating under best practice standards.”

The Review Committee would like to communicate this report (posted above), which provides a number of findings and recommendations for the City Council’s consideration.
