Funding Sources
The primary responsibility of the Housing/Neighborhood Development department is the administration of the Community Development Block Grant Program and the HOME Partnership Investment program.
Each of these programs involves federally funded resources that are provided to the City (and the County for HOME funds) on an annual basis. These are entitlement grants tied to a formula in which population, housing conditions, and other factors determine the amount of funds received.

The Housing/Neighborhood Development department also is responsible for seeking other governmental funds through competitive applications and has been successful in attaining an excess of $3.5 million in Supportive Housing Program funds for seven non-profit agencies serving the homeless.
Other grants attained in recent years have included a Fair Housing Education and Outreach grant, an Economic Development Initiative grant to assist businesses in opening restaurants in downtown Winston-Salem, and a Brownsfield grant to assist in creating a business park adjacent to the Smith-Reynolds Airport. The department also leverages bank and mortgage funds to assist in the development of affordable home ownership and rental housing.
