Housing  Rehabilitation and Conservation

Housing Rehabilitation and Conservation is the single largest category of program expenditures of close to $2 million per year. More than two-thirds of this amount is allocated to single-family rehabilitation and home improvement. Housing/Neighborhood Development processes and structures financing for "large-scale" and "special population needs" rehabilitation projects.

The Housing/Neighborhood Services Department administers the following "routine" rehabilitation programs.

Owner  Occupied - Direct/Deferred loans with terms based on household income and size. Available citywide for units posing threat to health, safety and/or stability.

Purchase-Rehab - Tandem bank-city loans for purchase and rehab of units to be owner occupied. Available citywide to lower income buyers.

Emergency  Repair - Grant to correct imminent health or safety condition for  very low-income owners.

Handicapped  Assistance - Grant to remove architectural barriers to accessibility for lower income owners/tenants.

Rental/Investor  Rehab - Direct loans for units occupied by low-income tenants. Terms  based on proforma analysis of cash flow, rent affordability and services.
