City Announces Leadership Appointments

City Manager Lee Garrity today announced changes in the administrative organization of the city government. Effective immediately, the duties of Assistant City Manager Derwick Paige have been expanded and he will assume the title of deputy city manager.

Additionally, the assistant city manager position that has been vacant since Garrity became city manager will be filled by Martha Wheelock. Wheelock, who is currently serving as deputy finance officer, will assume her new duties Sept. 18.

The appointments follow a review of the demands on the city’s management team. Based on that review, Garrity made the appointments, which include shifting some roles among staff.

Paige, who as assistant city manager was responsible for economic and community development, human relations, recreation, real estate, housing, and the minority/women’s business enterprise program, will take on the added responsibilities of planning, inspections, zoning, and vegetation management.

Paige began his career with the city in 1984 as a police officer. After advancing to sergeant, he moved in 1990 to the city-county planning board as a professional planner specializing in zoning cases and other aspects of land use administration. From 1995 through 2003, he served in various specialized economic development capacities and also served as an analyst in the city’s budget department. In 2003, he was appointed assistant city manager.

Paige holds a bachelor’s degree in administrative justice and political science from the University of North Carolina at Chapel Hill and a master’s degree in public administration from the University of North Carolina at Greensboro.

“I am pleased to recognize Derwick as my team mate and deputy,” Garrity said. “Derwick has extraordinary project management skills and shares my commitment to make city government more responsive to both neighborhoods and businesses. He is my senior management team member and a true asset to city government.”

Paige and his wife, Teraya, have two sons and reside at 315 Gloria Avenue in Winston-Salem. Paige’s annual salary will be $134,000.

Wheelock will oversee the coliseum complex, marketing and communications, fleet services, property maintenance, human resources, and internal auditing. She also will coordinate the implementation of capital projects and provide leadership for organization-wide strategic planning, including measures to enhance effectiveness, efficiency, and accountability.

Wheelock joined the city in 1999 as finance director of the coliseum/convention center. In 2004 she was promoted to deputy finance officer. In that role, Wheelock was responsible for the city’s revenue, internal audit, and purchasing divisions. Before joining the city, she worked as business manager for the Central Intercollegiate Athletic Association. She holds a bachelor’s degree in accounting from Christopher Newport College in Virginia and a master’s degree in public administration from the University of North Carolina at Greensboro.

“Martha is a ‘can do’ leader with strong analytical skills and a firm belief in quality customer service,” Garrity said. “She will bring a sense of urgency and a fresh approach to her many responsibilities.”

Wheelock and her husband, Ralph, have one daughter and reside at 4133 Tolley Ridge Lane in Winston-Salem. Wheelock will have an annual salary of $99,000.
