Area Plans
|
The City-County Planning Board prepares Area Plans, design studies, and corridor studies in an effort to translate the comprehensive plan into more precise terms that can be followed on a local level. Under its enabling legislation, the Planning Board is responsible for preparing and maintaining a comprehensive plan for Forsyth County. The Legacy Development Guide, the County's overall plan for managed growth in the community, was adopted by all nine jurisdictions in Forsyth County in 2001. Traditionally, the comprehensive plan takes a broad, communitywide perspective for guiding growth. Various elements of Legacy are concerned with land use, housing, recreation, transportation, and other planning components.
A new series of Area Plans is in process for the city and county. These Area Plans take concepts from Legacy and apply them on a community level. An older series of Area Plans is in effect for some areas of the city and county and may be viewed at the Planning Department or the Publications page. |

Area Plans are documents prepared by the City-County Planning Board staff which analyze the existing characteristics, trends, problems and opportunities of specific areas of the city and county. With the assistance of a citizen committee, recommendations for future land use, zoning changes, transportation and public facility improvements are formulated. While Area Plans do not change zoning in the area, they do serve as guides for the Planning Board and elected officials to use when making zoning and other planning decisions in the area.
Upon adoption, each Area Plan becomes part of the comprehensive plan. While the Area Plan program seeks extensive involvement on the part of residents, property owners, and investors, the Planning Board has the responsibility to assure that each Area Plan is consistent with the broad public interest and with other elements of Legacy. Since Legacy was adopted in 2001, Growth Management Areas (GMA) 1 and 2 have been divided into seven sub-areas for planning purposes. So far, six Area Plans have been completed for GMA 1 and 2. The City Council adopted the Downtown Plan [pdf/16.5 mb/32p] on March 25, 2002, the Southeast Area Plan[pdf/5.17mb/52p]on May 6, 2002, the South Central Area Plan [pdf/8.87mb/95p] on August 18, 2003, the North Central Area Plan [2.56 mb/pdf/96p] on April 12, 2007, the East/Northeast Area Plan [pdf/5.7mb/98p] on May 5, 2008 and the Southwest Area Plan [pdf/3.3mb/93p] on October 5, 2009. Similarly, Growth Management Areas 3, 4, and 5 are also divided into 13 subareas for planning purposes. The Union Cross/Southeast Forsyth County Area Plan [pdf/7.98mb/72p] was adopted in March 2004, the North Suburban Area Plan [pdf/4mb/72p] in 2005, the Walkertown Area Plan [pdf/2.7mb/72p] in October 2006 and the Southwest Suburban Area Plan [pdf/3.32mb/92p] in August 2008. The Southeast Suburban Area Plan [pdf/5.99mb/92p] was adopted on November 23, 2009. The Northeast Suburban Area Plan [pdf/3,869kb/100p] was adopted on February 14, 2011 and the South Suburban Area Plan [pdf/3,346kb/100p] was adopted on March 14, 2011. The Rural Hall Area Plan [pdf/10.35kb/81p] was adopted on September 12, 2011 the West Suburban Area Plan is in the adoption phase and Northwest Winston-Salem Area Plan are underway.
Older Area Plans, published prior to the adoption of Legacy in 2001, are available at the office of the City-County Planning Board for sale, viewing in the office or may be viewed online.
