Area Plans

The City-County Planning Board prepares area plans, design studies, and corridor studies in an effort to translate the comprehensive plan into more precise terms that can be followed on a local level. Under its enabling legislation, the Planning Board is responsible for preparing and maintaining a comprehensive plan for Forsyth County. The Legacy Development Guide, the County's overall plan for managed growth in the community, was adopted by all nine jurisdictions in Forsyth County in 2001. Traditionally, the comprehensive plan takes a broad, communitywide perspective for guiding growth. Various elements of Legacy are concerned with land use, housing, recreation, transportation, and other planning components.

A new series of area plans is in process for the city and county. These area plans take concepts from Legacy and apply them on a community level.  An older series of area plans is in effect for areas of the city and county and may be viewed at the Planning Department or the Publications page.

All area plans are documents prepared by the City-County Planning Board staff which analyze the existing characteristics, trends, problems and opportunities of specific areas of the city and county. With the assistance of a citizen committee, recommendations for future land use, zoning changes, transportation and public facility improvements are formulated. While area plans do not change zoning in the area, they do serve as guides for the Planning Board and elected officials to use when making zoning and other planning decisions in the area.

Upon adoption, each area plan becomes part of the comprehensive plan. While the area plan program seeks extensive involvement on the part of residents, property owners, and investors, the Planning Board has the responsibility to assure that each area plan is consistent with the broad public interest and with other elements of Legacy.

Since Legacy was adopted in 2001, Growth Management Areas 1 & 2 have been divided into 7 sub-areas for planning purposes. So far, five area plans have been completed. The City Council adopted the Downtown Plan [pdf/16.5MB; 32p] on March 25, 2002, the Southeast Area Plan on May 6, 2002, the South Central Area Plan was adopted August 18, 2003, and the North Central Area Plan [6.74mb/pdf] was adopted on April 12, 2007, and the East/Northeast Area Plan [4,668kb/pdf/106p] was adopted May 5, 2008. The Southwest Area Plan is now underway. Similarly, Growth Management Areas 3, 4, and 5 are also divided into 13 subareas for planning purposes. The Union Cross/Southeast Forsyth County Area Plan [pdf/4 MB] was adopted in 2004, and the North Suburban Area Plan [pdf/4 MB] was adopted in 2005. The Walkertown Area Plan [pdf/2.7 MB]completed its adoption process in October 2006. The Southwest Suburban Area Plan [pdf/14,454kb] has been recommended for adoption by the City-County Planning Board and was adopted by the City Council in August 2008. The Southeast Suburban Area Plan and the Southwest Area Plan are now underway.

Older area plans, published prior to the adoption of Legacy in 2001, are available at the office of the City-County Planning Board for sale, viewing in the office or may be viewed online. Area Plans completed since 2001 area also available for sale or are for on-line viewing, or both.
