The Downtown Plan 2007

PLAN STATUS - Adopted.  The City-County Planning Board held a public hearing and recommended adoption of The Downtown Plan 2007 in April 2007.  The Winston-Salem City Council adopted the Plan in July 2007, thus becoming the official public policy guide for Downtown development.  Downtown plans and policies for Winston-Salem have been established since the late 1990s and are updated every two years.

The Downtown Winston-Salem Partnership, along with representatives of affected stakeholders in various sections of Downtown, drafted a Plan to guide future public policy decisions.  The Plan includes recommendations designed to: attract additional young people; provide a habitat for “new economy” industries; promote new residential developments; foster public art and design; attract new commercial businesses; recognize historic preservation; and embrace economic and cultural diversity.

Boundaries of the Study Area

The Downtown Plan encompasses approximately 400 acres anchored by an “L” shaped core retail arts and entertainment district of 75 acres.  The Core District is surrounded by major government, corporate and financial districts, the Twin City Quarter major convention and hotel district, mixed-use areas and the Piedmont Triad Research Park. 

Plan Recommendations

  • Development of a Strategic Retail Plan which identifies targeted retail uses and locations in the Central Core District
  • Development of a Downtown Parking Master Plan
  • Implementation of a Trailblazing Signage Plan to locate parking facilities and points of interest
  • Development of Downtown Design Standards and adoption of a Form-Based Code
  • Development of a Streetcar System
  • Construction of high-density residential developments
  • Extension of Martin Luther King Jr. Drive west to Broad Street/Reynolda Road
  • Interchange Configuration Improvements to Business Interstate 40 and US Highway 52 bordering Downtown
