Northeast Suburban Area Plan

Plan Status - Adopted. The City-County Planning Board voted to recommend the Plan to the elected body on August 12, 2010. The Winston-Salem City Council adopted the Plan on January 18, 2011. The Board of County Commissioners adopted the Plan on February 14, 2011.

The City-County Planning Board staff, along with a Citizens' Advisory Committee (CAC), drafted recommendations to guide future land and public investment decisions in the Northeast Suburban Planning Area. The draft Northeast Suburban Area Plan includes recommendations for land use, transportation, community facilities, housing and community development, design and appearance, historic preservation, economic development and environmental issues.

Boundaries of the Planning Area

The Northeast Planning Area, as shown on the map to the left, encompasses approximately 9,825 acres. The Planning Area is generally bounded on the north by Old Hollow Road (NC 66); on the west by the City of Winston-Salem's municipal boundary line; on the south by Business 40/US 421; and on the east by Germanton Road, US 52, Brushy Fork Branch and US 158. The Planning Area has land area in two City Council Wards. The majority of the Planning Area is located in the Northeast Ward with a small portion on the southeast corner of the Planning Area in the East Ward.

Plan Recommendations

  • Promoting a mix of development types and densities in order to facilitate walking, bicycling, and the use of public transportation.       
  • Developing appropriate neighborhood-scale nonresidential uses in areas already zoned for commercial development and not allowing it to take the form of strip development along major roads in the Planning Area.         
  • Protecting residential areas from inappropriate residential, commercial, industrial and institutional encroachment.         
  • Clustering residential development on large undeveloped parcels to protect natural features, natural vegetation, historic resources and provide open space. ·         Facilitating development of Old Rural Hall/Baux Mountain, Old Walkertown Road/Davis Road, Northampton/US 311, Old Belews Creek/US 158 and the Ogburn Station Activity Centers.         
  • Implementing Design and Appearance Recommendations for commercial districts.
  • Supporting the efforts of businesses to improve the Ogburn Station Area and applying for RUCA funding.
  • Consolidating industrial uses at the identified locations in the Planning Area.
  • Making improvements to various roadways and interchanges, including US 52, US 158, Old Rural Hall Road and Old Walkertown Road. 
  • Modifying existing roadways to safely accommodate bicycles and pedestrians.
  • Providing sidewalks throughout the Planning Area.
  • Expanding recreational opportunities and open space in the Planning Area. ·         Expanding the greenway network in the area.
  • Facilitating the development of affordable housing and increased homeownership in the area.
  • Encouraging the preservation of historic resources in the Planning Area. ·         Researching the history and development of the Ogburn Station area including the founding, construction of the railroad and the development of the business community.
  • Researching the history and development of the Carver School Road area including the history of the African-American community in the area, Carver School and residential and commercial development.
