Southwest Area Plan

PLAN STATUS. Adopted. The City-County Planning Board held a public hearing and recommended adoption of the Southwest Area Plan (SWAP) in September 2009. The Winston-Salem City Council adopted the Plan on October 5, 2009.

The City-County Planning Board staff, along with a Citizen's Advisory Committee (CAC), drafted a Plan to guide future land and public investment decisions in the Southwest Winston-Salem Planning Area. The Southwest Winston-Salem Area Plan includes recommendations for land use, transportation, community facilities, housing and community development, design and appearance, historic preservation, economic development and environmental issues.

Boundaries of the Study Area

The Southwest Planning Area encompasses approximately 2,274 acres. The Planning Area generally bounded on the north by Business 40/US 158/US 421; on the west and south by Silas Creek Parkway; and on the east by NC 150/Peters Creek Parkway. The entire Planning Area is within the City's zoning and planning jurisdictions.

 

Plan Recommendations

  • Promoting a mix of development types and densities in order to facilitate walking, bicycling, and the use of public transportation
  • Developing appropriate neighborhood-scale nonresidential uses in areas already zoned for commercial development and recommended commercial areas
  • Protecting residential areas from inappropriate residential, commercial, industrial and institutional encroachment
  • Promoting the expansion of institutions in the Planning Area in a manner compatible with surrounding neighborhoods
  • Developing the Ardmore Village Neighborhood Activity Center, the West Salem Community Activity Center and the Thruway/Wake Forest Baptist Medical Center Metro Activity Center
  • Developing the Hanestown/Hanesbrands Mixed-Use Area
  • Providing better pedestrian and bicycle access with the reconstruction of Business WFBMC
  • Implementing the recommendations of the Cloverdale Avenue Corridor Pedestrian Design Study
  • Providing sidewalks throughout the Planning Area
  • Continuing a high level of transit in the area
  • Modifying existing roadways to safely accommodate bicycles and pedestrians
  • Expanding the greenway network in the area
  • Supporting the efforts of the Peters Creek Community Initiative to revitalize the Peters Creek Parkway Corridor
  • Developing a Master Plan for the Peters Creek Parkway Corridor between Business 40 and Interstate 40
  • Encouraging property owners to discuss pursuing local Historic Overlay District designation for the Ardmore National Register Historic District
  • Preserving the Hanestown Mill Village area and following the guidelines for the redevelopment of the Hanesbrands site
