Transportation Needs Report

The Transportation Needs Report is a prioritized list of project requests for transportation improvements in the Winston-Salem Urban Area which includes Forsyth County and portions of Davidson, Davie and Stokes Counties. The Needs Report is submitted by the Winston-Salem Urban Area Transportation Advisory Committee (TAC) to the North Carolina Department of Transportation and the Board of Transportation for funding in the Transportation Improvement Program (TIP). The TIP is a statewide list of funding information and schedules for highway, public transportation, aviation, rail, bicycle and pedestrian transportation projects.

The 2009 Transportation Needs Report

The 2009 Transportation Needs Report consists of Surface Transportation Program (STP) projects, and Bicycle and Pedestrian Enhancement projects. Typical projects include intersection improvements, road widenings, new highway and roadway projects, bridge upgrades, capital improvements in transit, greenways, bicycle and pedestrian projects. The Surface Transportation Projects in the Needs Report are prioritized on the basis of the following criteria adopted in 2009:

  • Air Quality: Improves or maintains current air quality status.
  • Congestion: Relieves congestion.
  • Safety: The proposed improvement is expected to reduce accidents on facilities with accident rates significantly greater than the statewide average for similar facility types.
  • Congestion: Relieves congestion as determined by traffic volume to road capacity ratios.
