Winston-Salem operates under a council-manager form of government, as do other large cities in North Carolina. Under this form of government, the city council determines city policies. The city manager is hired by the city council to put those policies into action and to oversee the day-to-day operations of the city.

S.O.A.R. (Successful Outcomes After Release) Grants
The City of Winston-Salem is soliciting proposals for S.O.A. R. (Successful Outcomes After Release) grants to fund educational, vocational, therapeutic, and employment training services for the recently incarcerated. Grants of up to $20,000 will be made to currently active 501(c)(3) nonprofit organizations and will be awarded on a competitive basis. Technical assistance is available to organizations requiring help to complete the application.
