The city is soliciting proposals for S.O.A. R. (Successful Outcomes After Release) grants to fund educational, vocational, therapeutic, and employment training services for the recently incarcerated.

A request for proposals will be released July 14 and will be available online at or by calling Evan Raleigh, assistant to the city manager, at 397-7701. Proposals must be submitted by 5 p.m. Friday, Aug. 15.

Grants of up to $20,000 will be made to currently active 501(c)(3) nonprofit organizations and will be awarded on a competitive basis.

The City Council allocated $100,000 for the program in the 2014-15 budget in recognition that former offenders who are released without access to the appropriate and necessary tools to be productive members of society have a greater potential to become threats to public safety and are at risk to reoffend.

The city will offer technical assistance to organizations requiring help to complete the application. City assistance does not guarantee that an application will be successful or that an award will be granted.
