Development works to enhance the quality of life for all segments of Winston-Salem through housing and business development programs. The division provides financial and technical assistance to owner occupants and investors to repair substandard properties in targeted low and moderate income areas across the city. The division also works to attract, create and retain jobs; augment the tax base; and assist with small and minority-owned businesses.

The city has received a YouthBuild grant which aims to train and energize unemployed young adults to rebuild their communities and their own lives. The winner of the 2013 Small Business Plan Competition is Elizabeth Coyne, the owner of S2dio Supplies. Her mobile art supply store received $10,000 in financial assistance.
