The Accounting and Financial Reporting Division is responsible for providing financial information and assistance to city officials, management, program administrators and governmental agencies for General, Special Revenue, Capital Project fiduciary and Proprietary Fund operations. Proprietary funds include the Water and Sewer Fund, Solid Waste Disposal Fund, Storm Water Management Fund, Transit Authority Fund, Parking Fund, Public Facilities Fund and Fairgrounds Fund. Fixed asset and grant accounting are also a function of this division. The accounting for these areas involves providing records for accurate financial reports and data consistent with legal requirements and generally accepted accounting principles. This program is also responsible for the accounting of the City's transactions with the North Carolina Municipal Leasing Corporation and Risk Acceptance Management Corporation.This Division also serves as the Bondholder Relations Group. The Citizen Bonds issued in 1993 and 1995 have various maturities through 2015.

Payroll & Employee Accounting provides administrative support for employee benefit programs. These programs include Workers' Compensation, life and health insurance, Police Officers' retirement funds, other supplemental retirement funds, and payroll operations.
