Plan Status - Adopted
The Rural Hall Area Plan [pdf/2.4mb/92p] was adopted by the Forsyth County Board of Commissioners and endorsed by the Rural Hall Town Council and City-County Planning Board in 2011. The plan was prepared by the Rural Hall Area Citizens' Advisory Committee and the staff of the City-County Planning Department. It will guide future land and public investment decisions and includes recommendations for transportation, community facilities, design and appearance, historic preservation, and environmental issues.
Boundaries of the Planning Area
The Rural Hall Planning Area [pdf/650kb/1p] encompasses approximately 11,147 acres and is bounded on the north by the Forsyth County border; on the east by Buffalo Creek, which runs parallel to Germanton Road; on the south by the proposed Northern Beltway; and on the west by US 52 and the Village of Tobaccoville.

- Cluster new residential development in large undeveloped tracts of land, where possible, to protect natural features, natural vegetation, and provide open space.
- Protect residential areas from inappropriate residential, commercial, institutional, and industrial encroachment.
- Concentrate commercial services in designated areas and do not allow them to take the form of strip development along major roads in the planning area.
- Direct industrial uses in areas identified for business and industrial parks.
- Allow institutions to grow and expand to meet their needs in a manner compatible with their surrounding neighborhoods.
- Facilitate walking, bicycling, and use of public transportation and rail with new development and redevelopment in the planning area.
- Promote greater flexibility in land use while having more design controls over site design to create mixed-use, variety-rich neighborhoods.
- Continue improving the downtown area to make it a focal point and gathering place for residents and visitors. Make the entire area more attractive and inviting with a more unified character.
- Continue exploring the feasibility of bringing future passenger rail service to Rural Hall and beyond.
- Designate Rural Hall’s older neighborhoods built mostly before 1940 as Urban Neighborhoods Growth Management Area 2 (GMA2) and pursue adoption of existing and future regulations by the Board of County Commissioners.
- Facilitate development of Broad/Summit Street and US 52 Bethania-Rural Hall Road Activity Centers. Encourage development of the Bethania-Rural Hall Road Mixed-Use Area.
- Make road and bridge improvements in the planning area. Expand recreational opportunities and open space in the planning area.
- Encourage the preservation of historic resources in the planning area.
- Manage development pressures to preserve environmentally sensitive areas, forested areas, wildlife habitats, agricultural lands, and scenic areas.
