The Planning Division of the Planning and Development Services Department is a joint City-County agency serving Winston-Salem and unincorporated Forsyth County as well as the smaller municipalities of Bethania, Tobaccoville, Rural Hall. Our staff has expertise in land use planning, transportation planning, economic development, historic preservation, neighborhood revitalization, environmental protection, and other issues affecting the growth of our community. Staff provides the data, information and professional recommendations regarding land use issues and other planning policy questions to the Planning Board and elected boards to help them make informed recommendations and decisions.

The Planning Board was established by a special act of the North Carolina General Assembly in 1948 to provide consolidated planning services to the City of Winston-Salem and Forsyth County. As such, it is the oldest consolidated city-county agency in North Carolina. The Board is served by Planning staff which also functions as an administrative department of City and County governments.

Winston-Salem’s Architectural Heritage, an encyclopedic survey of historic buildings, factories, churches and homes in Winston-Salem, commissioned by the Historic Resources Commission and written by Heather Fearnbach, is now available for pre-order with fulfillment in June.

The book is being offered at an early-bird discounted price of $40 now through July 1 if picked up at the Stuart Municipal Building. The book can be delivered for an additional $16. After July 1 the discount will be discontinued and the book will sell for $60. An order form is posted online at

The 808-page book provides a fascinating record of how and why Winston-Salem grew. For historically significant structures it describes their architectural style, when they were built, who built them, and who occupied them. Additionally, the book documents how more than 110 neighborhoods came to be developed. The text is augmented with more than 900 documentary and current images of historically or architecturally significant buildings and neighborhoods.
