Southwest Ward Child Pedestrian Safety Improvement Projects Drop-In Input Meeting

Local non-profit organizations that provide, or are willing to provide, free WSTA bus passes to their clients are invited to apply for additional free passes under the Bus Pass Matching Distribution Program. This program was authorized by City Council as part of the city’s Fiscal Year 2017-2018 budget.
The council has allocated $90,000 for the program, which can be used for two types of passes: 10-ride bus passes on WSTA’s fixed routes, or 30-ride Trans-Aid passes. For every pass that an agency buys for its clients, the city will provide a matching pass. Applications for matching passes will be approved on a rolling basis, first-come, first served. There is no limit to the number of matching passes that an organization may request.

Job Access Reverse Commute (JARC) and Enhanced Mobility of Seniors and Individuals with Disabilities (Section 5310) Grants
The Winston-Salem Urban Area Metropolitan Planning Organization (MPO) is eligible for Job Access Reverse Commute (JARC) Section 5307 and Enhanced Mobility of Seniors and Individuals with Disabilities (Section 5310) funds authorized under the Fixing America’s Surface Transportation Act (FAST Act).
A Call for Projects for Fiscal Year 2015-2016 JARC and Enhanced Mobility for Seniors and Individuals with Disabilities funds will begin Monday, March 20, 2017 to Friday April 21, 2017. A public workshop to discuss Federal Transit Administration (FTA) funding programs, application processes and procedures has been scheduled for Friday, March 17, 2017 from 12:30pm to 3:30 p.m., located at the City of Winston Salem- Lowery Street Facility, 2000 Lowery Street, Winston Salem, NC 27101. North Carolina Department of Transportation Prioritization 5.0 Development

The N.C. Department of Transportation’s (NCDOT) transportation plan – called the State Transportation Improvement Program or STIP – identifies the construction funding and scheduling for transportation projects at the state level over a 10 year period. The State’s transportation department proactively updates the STIP every two years to ensure it accurately reflects the state’s current financial situation.
The current STIP for years 2018-2027 was adopted by the Board of Transportation on August 2, 2017 and can be viewed online here (https://www.ncdot.gov/strategictransportationinvestments/2018-2027.html).
The NCDOT uses a data-driven process to update the STIP called strategic prioritization. The process is in its 5th iteration. The prioritization process uses three funding categories – Statewide Mobility, Regional Impact and Division. Projects are evaluated based on their merit through an analysis of a number of variables including but not limited to: Congestion, Benefit/Cost, Safety, and Freight, Accessibility. The first step of prioritization process is the identification of projects for evaluation and scoring by the NCDOT’s Strategic Planning Office of Transportation (SPOT).

Bicycle Master Plan RFP
The City of Winston-Salem invites qualified firms to submit proposals for consulting services to develop a comprehensive bicycle master plan for the City and its MPO member communities. Winston-Salem is emerging as a destination for cycling and the goal of this plan is to develop a framework of improvements and recommendations that will attract cyclists of all ages and abilities. The City encourages innovative context-sensitive solutions and strategies, with an emphasis on improving bicycle connectivity, safety, accessibility, and circulation. Winston-Salem Community Connector
The Winston-Salem Community Connector is a visionary and transformative bicycle and pedestrian project to move our community into the future while reconnecting to the past. This project will greatly enhance transportation and mobility options, create employment opportunities, support environmental health and fundamentally improve our city as a place to live, work, and visit. There were 585 applications received for the $500,000,000 and while our project was favorably received, we were not selected. Thank you to all who participated in our application process.
Business 40 Bicycle and Pedestrian Infrastructure Improvements
The City of Winston-Salem and the North Carolina Department of Transportation are developing a series of bicycle and pedestrian infrastructure improvements as part of the efforts to upgrade and streamline I-40 (Business) through downtown Winston-Salem. The highway aspect of the project will include removing the existing pavement and replacing it with new concrete pavement. The project will also modernize the entrance and exit ramps and replace most of the bridges on and over Business 40 to meet current traffic demands and modern design specifications. When those bridges are redesigned, bicycle and pedestrian improvements will be included to accommodate walking and cycling trips along and across the Business 40 corridor. Most notably, the City of Winston-Salem has proposed a multi-use path for cyclists and pedestrian that would parallel the highway from Lockland Avenue to Liberty Street, providing a safe and comfortable active transportation option with separation from motor vehicle traffic.

WSTA Bus Stop Improvement Study
The Winston-Salem Transit Authority (WSTA) is currently in the process of restructuring its routes to improve efficiency and service. In a parallel effort, WSTA has undertaken a bus stop improvement study to investigate stop locations, improve the the rider experience and perception, and address accessibility, safety, and equity. The study addresses questions of how to include route and system information at stop locations and how to improve accessibility and safety through infrastructure improvements, including the installation of concrete pads, bus shelters, benches, and other features. Old Salem Infrastructure Improvements
Most of the sidewalks within the Old Salem area are constructed of brick or stone and have been displaced due to large trees, some of which have exceeded their life expectancy or are otherwise in poor condition. This project will reconstruct sidewalks in a way that maintains the historic character of Old Salem in conformance with American with Disabilities Act (ADA) sidewalk requirements for historic preservation districts; evaluate the removal and replacement of trees as recommended by a certified arborist; and street lighting options will also be evaluated.

- Business 40 Waterline Work
- Flatiron Construction Company will begin relocating water lines in preparation for the Business 40 project starting on June 12, 2017. Flatiron will be working on 1st Street from Church Street to Peters Creek Parkway working two block segments at a time from east to west. The first two block segment will be between Church Street and Liberty Street. Traffic control will be in place as well as detours. Attached is the detour route.
- Union Cross Road Project
- Silver Creek Trail at the intersection of Union Cross Road is permanently closed as of July 23, 2014. Silver Creek Trail will be barricaded in the short term until the cul-de-sac can be installed in the coming months per the project plans. Three portable message signs have been placed on site near the intersection to advise area residents of the closure.
- Salem Creek Greenway Detour
- The portion of the Salem Creek Greenway between Main Street and Vargrave Street is closed for construction of the Salem Creek Connector. The closure began in March 2014 and is estimated to be in place until November 2016.

**Business 40 - Peters Creek Parkway**
October 30, 2017 - Fall 2018
In the upcoming weeks, NCDOT will start working on Business 40 improvements on Peters Creek Parkway. The first phase of the Business 40 improvement project is slated to begin October 23, 2017. The construction on Peters Creek Parkway is expected to last until fall 2018. Expect temporary lane closures on both Peters Creek Parkway and Business 40 during this time frame. **Business 40 - Water Main schedule on 1st Street**

The contractor for the water main work on 1st Street will be moving into the next work area between Cherry Street and Spruce Street on the week beginning on October 30, 2017. One lane traffic will be maintained during construction. Full street closure will only be utilized when necessary and will be performed as night work after 7:00 pm. The contractor will be responsible for all traffic control.

March 20, 2018 - March 21, 2018 (4am to 7am)
A contractor has been given permission to close Patterson Avenue between 5th and 6th Streets on March 20, 2018 and March 21, 2018 from 4 am to 7 am to pour concrete. The contractor is responsible for all traffic control.
Road Closure on Patterson Avenue, between 5th and 6th Streets
March 16, 2018 [8:30 am for 1-2 hours]
A contractor has been given permission to close Patterson Avenue between 5th and 6th Streets on March 16, 2018 at 8:30 am for approximately 1-2 hours to use a crane to unload a concrete structure. The contractor is responsible for all traffic control.
Road Closure on Bethabara Road, between Indiana Avenue and Old Town
March 21, 2018 - 6 weeks
The City’s contractor for the Bethabara Road Sidewalk Project will implement a road closure on Bethabara Road between Indiana Avenue and Old Town Road starting Wednesday, March 21, 2018. The closure is scheduled to last for 6 full weeks while the contractor widens the road, installs new curb and gutter, and completes backfill and grading work for the new sidewalk. Residents in the Bethabara Village Apartments will be allowed ingress and egress via Cowan Court during the closure. Access to single family residences south of Indiana Avenue will also be allowed during the closure. Detour routes will be posted (see attached map).

Duke Energy will be replacing a damaged utility pole on Hawthorne Road. Northbound Hawthorne Road will be closed between Elizabeth Avenue and Queen Street on March 8, 2018 from 9:00 AM to 3:00 PM. Traffic control and detour will be posted.

The contractor working on the Bailey Power Plant redevelopment will close the sidewalk on the north side of 4th Street adjacent to the site beginning 11-29-17 for approximately 10 days. Pedestrian will be advised to use sidewalk across the street.
Road Closure on Marshall Street, between 4th and 5th Streets
December 3, 2017
The contractor working on the Stevens Center will close Marshall Street between 4th and 5th Streets on December 3, 2017 from 5 am to 2 pm to utilize a crane. The contractor is responsible for all traffic control and will hire an off duty police officer to control vehicles exiting the Hotel Parking Deck. The contractor will utilize the on-street parking spaces adjacent to the Stevens Center to stage materials.
Norfolk Southern Rail Road Crossing Work
November 5, 2017
Norfolk Southern Rail Road will begin work on Sunday November 5, 2017 on the following road crossings for 1-2 hours each (see below). On Monday November 6, 2017 they will shut the same intersections down for 2-3 hours to finish the maintenance work. Norfolk Southern will begin at 27th Street and work their way south and is responsible for all traffic control including detours.

November 2, 2017 to November 3, 2017, 8:30 AM to 4:30 PM
A contractor will be utilizing a lift to perform maintenance work on Main Street just north of 5th Street on November 2, 2017 and November 3, 2017 from 8:30 am to 4:30 pm. One lane of northbound traffic will be maintained and the contractor will use a flagger to control traffic.
Marshall Street, between 4th and 5th Streets
November 12, 2017, 6 - 8 AM
A contractor will use a lift to perform some maintenance work on the exterior of the Stevens Center. The contractor will use a flagger to control traffic from 6 AM to 8 AM. The roadway will not be closed.

A contractor will close S. Main Street just north of Academy Street (in Old Salem) beginning October 24, 2017 until October 27, 2017 for installation of water line connections. The contractor will be responsible for all traffic control.
Lane Closure on Marshall Street, between 4th and 5th Streets
October 23, 2017 for approximately 2 weeks
A contractor has been given permission to close the parking lane and westernmost SB travel lane on Marshall Street adjacent to the Journal Building just south of Fifth Street beginning Monday, October 23, 2017 between the hours of 9 AM to 4 PM for approximately two weeks. The contractor is responsible for all traffic control.

A contractor will close a lane of 5th Street between Chestnut Street and Patterson from October 23, 2017 to October 25, 2017. Two way traffic will be maintained using the center lane. The contractor is responsible for all traffic control.
Sidewalk Closure at 640 W. 4th Street
October 23, 2017
A contractor will install a construction fence in front of 640 W. 4th Street beginning the week of October 23, 2017 for demolition of the existing building and construction of a new building. Pedestrians will be advised to use the sidewalk across the street.
Road Closure on W. 1st Street, 1st Street bridge
November 13, 2017 to December 22, 2017 ***Updated 11/7***
The 1st Street bridge (between Northwest Blvd and Miller St) will closed from Monday, October 23, 2017 to Wednesday November 22, 2017. Several detours will be put in place during this time (please see below). The contractor is responsible for all traffic control.
- The detour utilizes Cloverdale Avenue from W. 1st Street to Miller Road, and Miller Road from Cloverdale Avenue to W. 1st Street.
- W. 1st Street will be CLOSED TO THRU TRAFFIC at Cloverdale Avenue and ROAD CLOSED just beyond Northwest Boulevard.
- W. 1st Street will be CLOSED TO THRU TRAFFIC at Miller Road and ROAD CLOSED just beyond the last driveway near the West end of the bridge.
Road Closure on 4th Street, 4th Street to Patterson Avenue
October 16, 2017 for 4 weeks
The City's contractor for the WFIQ Rail Trail project is proposing to close 4th Street between Patterson Avenue and Research Parkway in order to use a crane to construct stairs from Fourth Street to the Rail Trail. The detour for this work will take traffic to Patterson Avenue to 3rd Street to Research Parkway and back to 4th Street. The contractor will be required to follow MUTCD guidelines for this closure.
Lane Closure on Main Street, between 4th and 5th Street
October 2 for 3 weeks
The contractor working on the RAI Courtyard Rehab Project will close a lane of Main Street between 4th and 5th Streets beginning October 2, 2017 for 3 weeks to remove demolition material. The lane closure will be intermittent between 8:30 am – 4:30 pm. The contractor is responsible for all traffic control.
Lane closure on 1st Street, between Cherry Street and Marshall Street
Starting September 11, 2017 for 3-4 weeks
Duke Energy is planning to close a lane on First Street between Cherry and Marshall Streets as part of utility relocation work associated with the Business 40 project. They plan to begin September 11 and the work will take 3-4 weeks in the block alternating closures of the northern and southern lanes. One lane will remain open at all times and they are coordinating with Flatiron on the closure just west for the waterline work.
Road closure on 7th Street, between Main Street and Chestnut Avenue
Time: Indefinitely or TBA
A drainage project to repair a caved in storm drain is currently underway on 7th Street between Main Street and Chestnut Avenue. Winston-Salem DOT will be responsible for all traffic control in coordination with Norfolk Southern. 7th Street in the areas between Main Street and Chestnut Avenue will be closed indefinitely until further notice.
Lane Closure for Union Station Renovation Project
Beginning August 1, 2017
The contractor working on the renovations at Union Station will close a portion of the unnamed roadway (see attached map) for construction of a retaining wall and storm water lines. The contractor will be responsible for all traffic control. The contractor will try to maintain two way traffic for the 10 week construction timeframe. See map for additional details.
Road Closure on Chestnut Street, between 5th and 6th Streets
April 6, 2017
Samet Construction Company will begin the construction of a new building in the parking lot bounded by 5th Street, 6th Street, Patterson Avenue and Chestnut Street beginning April 6, 2017. A construction fence will be installed around the site and Chestnut Street will be closed between 5th and 6th Streets for the duration of the construction. The contractor is responsible for all traffic control.

In preparation for the Business 40 Upgrades, Duke Energy plans to start new manhole & duct bank installations along 1st Street between Main & Cherry Streets starting on March 13, 2017. 1st Street work will be along the south lane. Some work taking place on Main St between 1st Street & the SE corner of Salem Funeral Services (Vogler’s). The work is expected to last five to six weeks and Duke Energy’s contractor is responsible all traffic control, signage, etc. At least 1 lane of 1st Street will remain open.
Road Closure at Patterson Avenue, between 4th and 5th Streets
January 30, 2017 - March 10, 2017
The contractor working on the renovations to the Bailey Plant site will close Patterson Avenue between 4th and 5th Streets beginning January 30, 2017 until March 10, 2017 to install underground utilities. The contractor is responsible for all traffic control and detours.
