In order to reduce the size of the Project Manual, AIA DOCUMENT A201, GENERAL CONDITIONS FOR CONSTRUCTION - 2007 EDITION [as edited by the City of Winston-Salem] is hereby made a part of the Project Manual, the same as if reproduced in the Project Manual. This document may be examined at the Architect's office, and a copy of the document will be furnished to the Contractor by the Architect upon request.

FB # 1902 - Project # 541301 Meadowlark Drive Widening Project:
Pursuant to N.C.G.S. 143-129 and 143-128, sealed bid proposals endorsed “Meadowlark Drive Widening Project” will be received in Room 16 by the City/County Purchasing Department, 324 City Hall, 101 N. Main Street, Winston-Salem, NC until 2:00 PM, July 10, 2018, when all bids will be publicly opened and read aloud. Consideration will be given only to Contractors who submit evidence that they are properly licensed as required by Chapter 87 of the North Carolina General Statutes to bid and perform the work described herein as the general contractor and must have proper licenses under the state laws governing their respective trades at the time of bid opening. The City reserves the right to waive any informality in the bidding and to reject any or all proposals.
A NON-MANDATORY PRE-BID CONFERENCE will be held June 20, 2018 at 10:00 a.m. in Room 16, City Hall Building, Winston-Salem, NC 27101. The purpose of this conference is to explain the scope of work and to explain the City of Winston-Salem's Minority and Women Business Enterprise Program as it relates to: Meadowlark Drive Widening Project. City of Winston-Salem staff will be available to answer any technical questions concerning this work. Prime bidders and subcontractors are strongly encouraged to attend this conference to understand the project and bidding requirements. All work will be in accordance with the Plans and Specifications, which will be made available electronically on or after June 12, 2018.
Compliance with the City of Winston-Salem’s Minority and Women Business Enterprise program is required on this project. Please refer to the Special Instructions to Bidders contained in the Bidding Documents. It is MANDATORY that a completed and signed copy of the Identification of Minority Participation, and Affidavit "A", Listing of Good Faith Efforts, be completed, signed and attached to the bidder's proposal.
Instructions for submitting bids may be obtained by contacting Jerry Bates at firstname.lastname@example.org (preferred), 336-747-6936, or in person at the City/County Purchasing Department, 324 City Hall, 101 North Main Street, Winston-Salem, NC 27101 during normal business hours. All questions must be submitted in writing to receive a proper response. The End of Question period is 12:00 Noon, July 3, 2018.
All work will be in accordance with the Plans and Specifications, which will be made available electronically on or after June 12, 2018. A link will be made available after this date with hardcopies available for viewing at:
1) City/County Purchasing Department, Room 324, City Hall Building, 101 North Main Street, Winston-Salem, NC, 336-727-2983;
2) Engineering Department, Room 235, Bryce A. Stuart Building, 100 East First Street, Winston- Salem, NC, 336-747-6829.
Neither Owner nor Engineer has any responsibility for the accuracy, completeness, or sufficiency of any Bidding Documents obtained from any source other than the Issuing Office. Obtaining these documents from any source other than the Issuing Office may result in obtaining incomplete and inaccurate information. Obtaining these documents from any source other than the Issuing Office may also result in failure to receive any addenda, corrections, or other revisions to the Bidding Documents that may be issued.
This is a formal, single prime bid. Bids shall be on a unit price basis. A Bid Guarantee shall be furnished in accordance with the Instructions to Bidders. The awarded contractor will be required to provide 100% Performance and Payment Bonds.
This project would widen Meadowlark Drive from Country Club Road to the current widened segment near Robinhood Road to alleviate existing traffic congestion resulting from the additional residential development that has taken place over the last decade and the pending status of the Northern Beltway, which would divert north-south traffic.
