Police Department - Sept. 11, 2013
Police Chief Barry D. Rountree of the Winston-Salem Police Department announced today the promotion of 17 police officers, including the promotion of Captain Bryan Blakley to assistant chief, effective September 30.
Blakley has served 27 years in the Police Department. During his career he has served in the Field Services Bureau, Support Services Bureau and Professional Standards Division. Blakley has a bachelor’s degree from Appalachian State University and is a recent graduate of the FBI National Academy. He holds an Advanced Law Enforcement Certificate and is a certified Law Enforcement Instructor. Blakley is married with a son and a daughter.
Promoted to captain are Lieutenants David Perry, effective Sept. 2; and Natoshia James, effective September 30.
Perry is a 23-year veteran of the Police Department. During his career he has served in the Field Services Bureau, Criminal Investigations Division, the Professional Standards Division and the Joint Terrorism Task Force. He has a bachelor’s degree from Appalachian State University and he holds an Advanced Law Enforcement Certificate. Perry is married and has a daughter and son.
James is a 20-year veteran of the Police Department. She has served in the Field Services Bureau, Criminal Investigations Division, and the Support Services Bureau, where she served as the administrative commander. She has a bachelor’s degree in business administration and a master’s degree in management and leadership. James has two sons.

- To Lieutenant: Sergeants Steven Tollie, Eric Montgomery and Christopher Fish.
- To Sergeant: Corporals Priscilla Thomas, John Leone and Lester Sims.
- To Corporal/Detective: Officers Brian Ashley, Derek Barker, Jason Bryant, Bradley Logsdon, R. Jerome Paul, Caroline Renew, Amanda Shay, and Jamal Pete.
