GED and Job Training Program for High School Dropouts
The city is accepting applications for its next YouthBuild Winston-Salem class, a six-month program that offers eligible high school drop-outs the opportunity to get paid while they earn their GED and learn a construction trade.
YouthBuild is funded by a federal grant and is administered by the Community and Business Development Department. Participants receive a monthly stipend while they while they earn their GED, receive training and certification in a construction trade, and develop leadership skills. All YouthBuild participants also receive a personal development plan as well as assistance after they complete the program to find a job or continue their education.
To be eligible, applicants must be a high-school dropout without a GED and be between 16 and 24 years old on the date of enrollment. Applicants must also meet at least one of these requirements: live in a low-income household, be a current or former foster youth, have a disability, be the child of an incarcerated parent, be a youth or adult offender, or be a migrant farm worker youth.

Police Promotions Announced
Police Chief Barry D. Rountree of the Winston-Salem Police Department announced today the promotion of 17 police officers, including the promotion of Captain Bryan Blakley to assistant chief, effective September 30.
Blakley has served 27 years in the Police Department. During his career he has served in the Field Services Bureau, Support Services Bureau and Professional Standards Division. Blakley has a bachelor’s degree from Appalachian State University and is a recent graduate of the FBI National Academy. He holds an Advanced Law Enforcement Certificate and is a certified Law Enforcement Instructor. Blakley is married with a son and a daughter.
Promoted to captain are Lieutenants David Perry, effective Sept. 2; and Natoshia James, effective September 30.
Perry is a 23-year veteran of the Police Department. During his career he has served in the Field Services Bureau, Criminal Investigations Division, the Professional Standards Division and the Joint Terrorism Task Force. He has a bachelor’s degree from Appalachian State University and he holds an Advanced Law Enforcement Certificate. Perry is married and has a daughter and son.
James is a 20-year veteran of the Police Department. She has served in the Field Services Bureau, Criminal Investigations Division, and the Support Services Bureau, where she served as the administrative commander. She has a bachelor’s degree in business administration and a master’s degree in management and leadership. James has two sons.

- To Lieutenant: Sergeants Steven Tollie, Eric Montgomery and Christopher Fish.
- To Sergeant: Corporals Priscilla Thomas, John Leone and Lester Sims.
- To Corporal/Detective: Officers Brian Ashley, Derek Barker, Jason Bryant, Bradley Logsdon, R. Jerome Paul, Caroline Renew, Amanda Shay, and Jamal Pete.

Volunteers Needed for Community Roots Day
The Community Appearance Commission, Keep Winston-Salem Beautiful, and the city of Winston-Salem are seeking volunteers to help plant nearly 500 trees in the Castle Heights Neighborhood on Saturday, Oct. 26, during the 21st annual Community Roots Day.
Volunteers are needed from 9 a.m. to noon. The first 250 volunteers will receive free t-shirts and hats and all volunteers get a free lunch. Volunteers should arrive between 8:30 and 8:45 a.m. at Solid Rock Baptist Church, 3010 Carver School Road.
