November 2013 Documents Review

The following documents will be available for public review from October 17 to November 15, 2013:

  • Comprehensive Transportation Plan (CTP) Network Changes, October 2013
  • Metropolitan Transportation Improvement Program (MTIP) Amendments and Modifications for Fiscal Year (FY) 2012 to 2018

CTP Network Changes

In September 2012, the MPO adopted new expanded boundaries in response to the growth of the officially designated Urbanized Area from the 2010 Census. The Comprehensive Transportation Plan (CTP) is being revised to include existing roadways within the newly expanded area.

MTIP Amendments & Modifications

The FY 2012 to 2018 State Transportation Improvement Program (STIP) was adopted by the North Carolina Board of Transportation on July 7, 2011 and the FY 2012 to 2018 MTIP was adopted by the Winston-Salem Urban Area MPO on July 21, 2011. The Federal Highway Administration, the Federal Transit Administration and the Environmental Protection Agency approved the FY 2012 to 2018 STIP and MTIP on December 16, 2011. Changes to the STIP require action to amend or administratively modify the STIP by the North Carolina Board of Transportation (NCBOT). Likewise, the Winston-Salem Urban Area MPO must amend the MTIP to match the STIP.

On August 8 and September 5, 2013, the NCBOT amended and modified the STIP to provide funding to designate I-74/US 311 as an Interstate in Forsyth County, to use Grant Anticipation Revenue Vehicle or GARVEE bonds to fund the Northern Beltway Eastern Section, to allocate SAFETEA-LU and Wake Forest Innovation Quarter (WFIQ) funding for the construction of a Multi-Use Trail and other improvements in the WFIQ, and Statewide projects that include the Safety Management Program, Rail Crossing and Traffic Separations, and other minor modifications to funded transportation projects.

The Winston-Salem Urban Area MPO is amending the MTIP to include new federal Transportation Alternative Program (TAP) funding and Preliminary Engineering and Right-of-Way programming on Intersection Improvement and Bicycle and Pedestrian Projects, to increase in Safety and Security 1% set aside for the Winston-Salem Transit Authority, and to accept Section 5310 grant funding for Federal Enhanced Mobility of Seniors and Individuals with Disabilities to distribute to eligible providers through a competitive grant program.

The FY 2012 to 2018 MTIP Amendments and Modifications dated October 17, 2013 are available for public review and comment from October 17 to November 15, 2013.
