Method of Appointment

Five members are appointed by the Winston-Salem City Council upon the recommendation of the Mayor, with three at-large member and one from each of the following categories:

  • Historic (H) District property owner
  • Historic Overlay (HO) District property owner

Five members are appointed by the Forsyth County Board of Commissioners, with three at-large members and one from each of the following categories:

  • Local Historic Landmark (LHL) property owner
  • North Carolina licensed architect

One member is appointed by the Kernersville Board of Aldermen and one member is appointed by the Clemmons Village Council.

All members must reside in Forsyth County.

Authority for Creation

The authority for establishing the Forsyth County Historic Resources Commission is NCGS 160D-940 through 160D-951, 160D-102, 160D-303, 160D-404(c) and 105-278. Section 86-1 of the Winston-Salem City Code was adopted by the City Council on April 15, 2002.

Purpose / Function

The Commission is designated as the historic preservation advisory and quasi-judicial body for Forsyth County. Its purpose is to safeguard the heritage of Forsyth County by preserving those areas and individual properties which reflect elements of its cultural, social, economic, political or architectural history.

Mission

The Historic Resource Commission’s (HRC) role is to protect and enrich the County’s cultural, historical, architectural and archaeological heritage through the identification, designation and preservation of historic resources. To that end, the Commission strives to promote the use and conservation of historic properties for the education, pleasure and enrichment of the residents of Forsyth County and North Carolina. The Commission reviews applications for Certificates of Appropriateness in Winston-Salem’s three Historic / Historic Overlay Districts and for the County’s Local Historic Landmarks. It also reviews designations of Historic Signs and makes recommendations about other historic designations and historic preservation issues to the local elected bodies. Once a year, the Commission awards Historic Markers to significant sites throughout Forsyth County.

Volunteer Commission members serve a maximum of two consecutive four-year terms. Serving on the HRC can offer you an opportunity to understand how your local government works and allow you to make a direct contribution to protecting and preserving historic resources.
