Programs & Services

Metropolitan Planning Organizations (MPOs) are responsible for several plans and programs per federal and state regulations.  Each plan or program serves a specific purpose and guides the MPO’s transportation planning activities.  The plans and programs contain valuable information related, but not limited, to projects, funding, air quality and public involvement.  See below links for additional information on each program or service offered by the Winston-Salem Urban Area Metropolitan Planning Organization (WSUAMPO).

  1. Congestion Mitigation and Air Quality (CMAQ)
  2. Congestion Management Process (CMP)
  3. Surface Transportation Block Group - Direct Attributable (STBG-DA)
  4. Federal Transit Funding

The FAST Act continued the CMAQ program to provide a flexible funding source to State and local governments for transportation projects and programs to help meet the requirements of the Clean Air Act. Funding is available to reduce congestion and improve air quality for areas that do not meet the National Ambient Air Quality Standards for ozone, carbon monoxide, or particulate matter (nonattainment areas) and for former nonattainment areas that are now in compliance (maintenance areas).

Annual allocations of funding for CMAQ associated projects is determined by NCDOT.  Review and monitoring of these funds is done by WSUAMPO staff and the Forsyth County Office Environmental Assistance and Protection.
