Annual Enrollment

2021 Annual Enrollment period open Monday, October 5th through Monday, October 26th.

Whether you are electing benefits for the first time, making changes to your elections, or not making any changes, annual enrollment is the perfect time to review all of your information to ensure that it is correct and up-to-date. 

To begin making your 2021 benefit elections, visit

Your username ID is the first letter of first name capitalized, first letter of last name capitalized, last four numbers of social security number. Do not use nicknames.
   Username Example: Christopher D. Bennett, Last four of social security number is 1234 = CB1234

Password: Your date of birth in the format MMDDYYYY.
  Password Example: January 15, 1970 = 01151970 

Employees who fail to log into the system and make elections will not have medical, dental, or supplemental life insurance coverage effective January 1, 2021. This deadline will not be extended, and exceptions will not be made.

Highlights and changes for the 2021 plan year

Medical Coverage 

  • Blue Cross Blue Shield of North Carolina (BCBSNC) medical premiums for 2021 remain unchanged. 
  • Prescription copays for retail and mail-order remain unchanged. However, we are moving from a three tier prescription plan to a five tier prescription plan for retail medications and from a three tier to a four tier prescription plan for mail-order prescriptions. 
  • All wellness requirements for the 2022 Plan Year must be met between January 1, 2021 and September 30, 2021 to qualify for the $600 annual wellness premium discount and the $0 copay on certain maintenance medications (value based pharmacy benefit). Anyone who does not complete all requirements will not receive the wellness discounts for the 2022 Plan Year. If you do not qualify for the wellness program for the 2021 plan year and want to be in wellness for the 2022 Plan Year, you will be required to complete all wellness requirements in 2021.
  • As a reminder, employees will be allowed to enroll in either the Basic PPO or Basic Plus PPO regardless of their tobacco-use status. However, employees signing up for the wellness program must complete biometric screening scheduled for March 2021. Employees who test positive for tobacco-use must complete a City approved tobacco cessation program by September 30, 2021 to continue eligibility for the $600 annual wellness premium discount and the $0 copay for certain maintenance medications.

Dental Coverage 

  • Dental rates will not increase and will continue to be administered by Savers Administrative Services, Inc. (Savers Admin).

Flexible Spending Account

  • Flexible Spending Accounts will continue to be managed by Savers Admin. All employees who sign up for a medical and/or dependent care flexible spending account will receive a benefit card (MasterCard®) to use for medical expenses as well as dependent care expenses. If you are currently enrolled in a FSA, your current benefit card is valid for three years from the date issued. You must actively enroll each year; election will not default to previous year’s coverage. 

Life Insurance

  • Basic, supplemental, spouse, and child life insurance will continue to be administered by North Carolina Mutual/Securian. There is no rate increase for 2021. Employees who want to enroll for the first time, enroll in coverage greater than $300,000, or increase existing supplemental life insurance by more than one level will be required to complete an evidence of insurability (EOI). You will receive additional information via mail about the completing and submitting an EOI after annual enrollment ends. 
  • Employees who meet one of the following requirements are eligible for a $2,000 death benefit. The benefit will be payable to beneficiary on record or the retiree’s or employee’s estate. 
    • City employees, after fifteen (15) years of full-time employment earn the right to participate in this life insurance benefit.
    • City employees who retire from the City with 15 years of full-time employment.
    • City employees who are approved for disability retirement by the NC State Retirement System.
    • $2,000 Life Insurance Beneficiary Designation form

Short term disability

  • STD rates have not changed for 2021 and will continue to be administered by The Hartford. Anyone who wants to enroll for the first time and anyone wanting to increase coverage one level or more will be required to complete an EOI, which will be mailed by The Hartford after annual enrollment ends. 

Shared Leave Program 

  • You must enroll in the Shared Leave Program during annual enrollment to be eligible to receive Shared Leave donations. The Payroll Department will take deductions from leave accruals in January 2021.
