Minority / Women Business Enterprise

The Office of Business Inclusion and Advancement oversees the city’s Minority/Women Business Enterprise (M/WBE) program and works closely with Purchasing to assist city departments in complying with the city’s local and M/WBE purchasing policy. The city enacted its M/WBE policy in 1983 and also prohibits discrimination in its contracting and purchasing programs based on race, color, sex, religion or national origin.

Upcoming Purchase Opportunity

Before you or your department makes a purchase of less than $20,000, fill out the Upcoming Purchase Opportunity form and the Office of Business Inclusion and Advancement will share your business opportunity in the weekly email we send to local M/WBE firms. Your request must be received by Noon each Friday to be included in our upcoming opportunities email.

It is our intent to assist your department/division in soliciting local and/or M/WBE firms, however the completion of this form does not guarantee that three bids will be received. The requesting department is ultimately responsible for compliance with purchasing guidelines.

City M/WBE Purchasing Policy

"For all discretionary spending less than $20,000, contracts must be given to the lowest responsive, responsible local bidder taking into consideration quality, performance and time specified per N.C. General Statute 143.129 (b). Such process shall ensure that M/WBE vendors are afforded an equal opportunity to be selected and awarded the contract."
