Officers of the Year 2018

Lieutenant V. A. Rega & Sergeant J. B. Keltner

Officers were dispatched to various locations throughout the city reference to a female subject who had called her family threatening to shoot herself. Officers located the subject in the parking lot of a local business where she was observed to be holding a shotgun in her lap. It was apparent that the subject was contemplating suicide.

Sergeant J. B. Keltner and Lieutenant V. A. Rega approached the vehicle at which point the subject attempted to direct the shotgun into a shooting position to take her own life. Simultaneously, Sergeant Keltner deployed his oleoresin capsicum spray through the partially opened driver's window and Lieutenant Rega broke out the front window with his asp baton while opening the rear door of the vehicle. Sergeant Keltner wrestled the shotgun away from the subject's face as the weapon was discharged sending one round through the roof of the vehicle. No one was struck by the discharged round and the female sustained only minor lacerations on her arms due to the broken glass. The subject was transported to a local medical facility for treatment.

The selfless actions taken by Sergeant Keltner and Lieutenant Rega, and at great personal risk, resulted in the saving of the female's life. In recognition of their heroic actions in the performance of their duties, Sergeant J. B. Keltner and Lieutenant V. A. Rega have been selected as the 2018 Officers of the Year.
