FY 2023 WS/FC (NC-500) Continuum of Care (CoC) Domestic Violence Bonus Fund Request for Proposals (RFP)


The City of Winston-Salem seeks proposals for funding to be available under the Continuum of Care Homeless Assistance Grants Program (CoC) for Domestic Violence Bonus funding for the FY23 Program Year. The CoC is a community wide system of care with the goal of ending homelessness. 

Submissions will be accepted beginning July 17, 2023. Proposals are due on July 28, 2023 at 1:00pm. This RFP is available to all eligible agencies that wish to participate in the FY23 Domestic Violence Bonus Funding Application to operate a domestic violence project within the Winston-Salem/Forsyth County CoC jurisdiction.

FY 2023 WS/FC (NC-500) Local Continuum of Care (CoC) Competition Request for Proposals (RFP)


The City of Winston-Salem seeks proposals for funding to be available under the Continuum of Care Homeless Assistance Grants Program (CoC). Proposals are due by 1:00 p.m. on June 30, 2023 using the online Neighborly Software application. This RFP is available to all eligible agencies that wish to participate in the FY 2023 Collaborative Application to operate a project within the Winston-Salem/ Forsyth County CoC jurisdiction. Please see the Request for Proposals below.  

A virtual question and answer session will be held to provide information and assistance to those interested in applying for funds. The virtual session will be held on Wednesday June 7, 2023 from 10 a.m. to 12 p.m. (noon) via Teams.

NC 500 CoC Special NOFO To Address Unsheltered Homelessness

The U.S. Department of Housing and Urban Development (HUD) released a first-of-its-kind package of resources to address unsheltered homelessness and homeless encampments, including funds set aside specifically to address homelessness in rural communities. The Unsheltered NOFO aims to provide CoCs with dedicated resources to address unsheltered homelessness in their communities. It also provides resources to enhance data collection and develop a more comprehensive understanding of people living in unsheltered situations, including encampments. 

The City of Winston-Salem is accepting Request for Proposals from non-profit organizations interested in becoming sub-recipients of a federal Special Continuum of Care funded grant. The sub recipient will utilize federal funding to provide rental subsidy and various forms of supportive case management to unsheltered households, per project and federal funding regulations. On June 22, 2022, the U.S. Department of Housing and Urban Development (HUD) released the Special NOFO. This is a first-of-its-kind package of resources to address unsheltered homelessness and homeless encampments, including funds set aside specifically to address homelessness in rural communities by connecting vulnerable individuals and families to housing, healthcare, and supportive services by promoting partnerships with healthcare organizations, public housing authorities and mainstream housing providers.

Submissions will be accepted beginning August 29th, 2022. Proposals are due by 12:00 p.m. on September 12th, 2022.  This RFP is available to all eligible agencies that wish to participate in the Special NOFO CoC program to provide services to the unsheltered homeless population within the Winston-Salem/ Forsyth County CoC jurisdiction.
