Annual Action Plan

Consolidated Housing and Community Development Plan 2022-23 Con Plan FY23 for Public Review[pdf] identifies annual goals and proposed uses for Community Development Block Grant (CDBG), HOME Investment Partnership (HOME), Emergency Solutions Grant (ESG) funds, and Housing Opportunities for Persons with AIDS (HOPWA) funds.  The 2022-2023 Annual Action Plan contains actual allocation amounts for the 2022-2023 program year. Comments can be submitted by email (Con Plan Comments in subject line) or mailed to Mellin Parker, Con Plan Comments, Community Development Department, City of Winston-Salem, P.O. Box 2511. Winston-Salem, NC 27102 until 5:00 PM on June 17, 2022.

Notice of Substantial Amendment to Federal Fiscal Year 2021-2022 Annual Action Plan
Notice is hereby given that the 2020-2021 Annual Action Plan of the Winston-Salem/Forsyth Housing Consortium is amended. HUD announced a total of $2,708,185 in Emergency Solutions Grant ESG CV funding for the City of Winston-Salem under the CARES Act ESG CV funds to address the housing needs of homeless persons impacted by the COVID-19 pandemic and to prevent imminent homelessness for those impacted by COVID-19. The City, as the Lead Entity for the Consortium is required to amend the Action Plan in order to program the additional funds. 

 ESG-CV funds are to be used to prevent, prepare for, respond and mitigate the effects of the Coronavirus pandemic (COVID-19) among individuals and families who are literally homeless, may become homeless or currently receiving homeless assistance. The funds will also support additional homeless assistance and homelessness prevention activities to further mitigate the impacts of COVID19.
