Environmental Assessment

An Environmental Assessment (EA) has been approved for the Business 40 Improvements project and is now available for Public Review and Comment. An EA documents the analysis of the possible positive and negative impacts that a proposed project may have on the environment, social, and economic aspects of the area.

The purpose of the document is to determine if the proposed project will significantly affect the environment. If significant impacts are identified, an Environmental Impact Statement (EIS) will be prepared. If no significant impacts are identified, a Finding of No Significant Impact (FONSI) will be prepared.

Investigation Process

The EA investigated a range of alternatives including a "No Build" option which identifies possible impacts if nothing is done at all and provides a baseline for the analyses. Based on the analyses completed thus far, the EA identifies the two alternatives which will be carried forward for additional analyses and public review and comment by all interested parties.

Public Hearing

A Public Hearing will be held in the summer of 2014 to formally present the project and receive comments. Additional details regarding the date, time and location of the Public Hearing will be available in the coming weeks. Comments regarding the EA can be submitted to:
Mr. Michael Penney, PE
Project Development and Environmental Analysis Unit
North Carolina Department of Transportation
1548 Mail Service Center, Raleigh, NC, 27699
Phone: 919-707-6006

Public comments on the EA will be accepted through the Public Hearing comment period.

Preferred Alternative

Following the Public Hearing and a review of all public comments, a Preferred Alternative will be selected. A determination as to the significance of the identified impacts of the Preferred Alternative will be made and either an Environmental Impact Statement (EIS) or Finding of No Significant Impact (FONSI) will then be prepared.
