The Transportation Advisory Committee (TAC) for the Winston-Salem Urban Area Metropolitan Planning Organization (WSMPO) serves as a forum for cooperative transportation planning and decision-making for the MPO region which includes Forsyth County and portions of Davie, Davidson and Stokes Counties.  The next meeting of the TAC will be held Thursday, January 21, 2021 at 4:15 PM.  This meeting is being held via teleconference with applicable video access to protect our community during the COVID-19 pandemic.  Agenda materials for this meeting can also be found at www.cityofws.org/Departments/Transportation/MPO/TAC.  The public review period for these items is December 21, 2020 to January 21, 2021.   The below items will be presented during this meeting:


  • FY2020-2029 MTIP Amendments and Modifications, December 2020
  • Comprehensive Transportation Plan (CTP) Update
  • Public Participation Plan Update

Amendment and Modifications to the Fiscal Years 2020-2029 Winston-Salem Urban Area Metropolitan Transportation Improvement Plan (MTIP)

The Fiscal Year 2020-2029 MTIP is a comprehensive listing of all transportation projects programmed for the Winston-Salem Urban Area and must be a subset of the Winston-Salem Urban Area 2040 Metropolitan Transportation Plan Update (MTP) and match the FY2020-2029 State Transportation Improvement Program (STIP).  


Comprehensive Transportation Plan Update 

 

The Comprehensive Transportation Plan or CTP is a long range transportation vision plan for the region, developed as part of an ongoing 3C process: continuing, comprehensive and cooperative planning process for the urban area. CTP, Metropolitan Transportation Plan (MTP) and Transportation Improvement Program (TIP) are developed as part of a continuing transportation planning and project prioritization process where a larger subset of transportation needs in the region is identified for the CTP, a smaller subset of projects is prioritized as high priority and realistic to be funded in the MTP, and then the TIP follows with an even more constrained list of projects, prioritized for the near term and linked to specific funding sources.  This item is up for public review and public hearing to be held on Thursday, January 21, 2021 at 4:00 pm during the Transportation Advisory Committee meeting.   


Public Participation Plan Update REMINDER

The Winston-Salem Urban Area Metropolitan Planning Organization has a strong commitment to public participation for all transportation plans and air quality conformity analysis reports.  The MPO adopted the current Public Participation Policy on July 19, 2012.  The Public Participation Plan is designed to be consistent with the requirements of the Safe, Accountable, Flexible, Efficient Transportation Equity Act – A Legacy for Users (SAFETEA-LU), the National Environmental Policy Act (NEPA), the Americans with Disabilities Act (ADA), the Clean Air Act Amendments (CAAA) of 1990 and Title VI of the Civil Rights Act of 1964.  The update of the Public Participation Policy public review process began on October 20, 2020 and continue for the required forty-five (45) days until December 4, 2020.   A public hearing will be held at the January 21, 2021 Transportation Advisory Committee meeting.

Public notice of public transportation activities and time established for public review of and comments on the TIP will satisfy the program of projects (POP) requirements.   Persons needing special provisions, including language assistance to attend this meeting should contact Byron Brown (byronb@cityofws.org, 336-747-6871) at least 48 hours in advance.
