Patrice Toney is an Assistant City Manager at the City of Winston Salem and oversees Police, Fire, Emergency Management, Human Relations/DEI, and Community Development Departments.  She joined the City in 2016 as served as director of the Budget and Evaluation Office.  Prior to coming to the City, she served at Forsyth County Government in budget and management, public health, and the library. Toney currently has more than 23 years of local government experience and started her career in 1997 at the Winston-Salem Police Department.  

Toney has a bachelor’s degree from the University of North Carolina at Charlotte and a master’s degree in public administration with a concentration in local government management from the University of North Carolina at Greensboro. She is also a graduate of the Municipal/County Administration course, Leading for Results, and the Public Executive Leadership Academy (PELA), all from the University of North Carolina at Chapel Hill School of Government.  

Toney is a member of the North Carolina Local Government Budget Association (NCLGBA), National Forum of Black Public Administrators (NFBPA), International City/County Manager’s Association (ICMA), and the North Carolina City/County Manager’s Association (NCCMA).
